Cash Seized From Chinese Student Who Studied In Brighton

A Chinese student who studied at Brighton University has had his bank accounts frozen under the Proceeds Of Crime Act.

The accounts showed a turnover of over £230,000 in 2020.

The money was discovered by the force's Economic Crime Unit who carried out an investigation into the student who was here between 2017 and 2018 before returning home.

It's believed the account holder was using the money to acquire luxury goods to send to China, which breaks international currency and export laws.

Detectives in Sussex secured court orders granted by Brighton Magistrates' to freeze the accounts and confiscate more than £11,000 from two bank accounts belonging to the student under Section Five of the Proceeds of Crime Act (POCA).

This enabled police to conduct enquiries into the source of the funds and ensured that they were not withdrawn meanwhile.

A forfeiture notice was sent to the account-holder in China in April of this year, but there was no response, so the amounts of £7,000 and £4,098.93 will be released to police.

The money will then be sent to central government funds.

As with all such seizures 50% is returned to the force and then distributed equally between the Police & Crime Commissioner and the force to support operational work and community projects.  

Detective Constable Julian Harris said: 

"This case is an example of the way that law enforcement will pursue suspected criminal activity using civil law.

"Last year alone Sussex Police made cash seizures from suspected criminals of different types, of more than £300,000."
