Petition Launched Against Horsham Town Centre Stream Removal

More than 1,700 people have signed an e-petition urging Horsham District Council to rethink plans to remove a stream from the town centre.
The proposals – which form part of regeneration projects for the Carfax, Bishopric West
and part of Worthing Road – went out to consultation in April, attracting 841 responses.
One of the most controversial elements is the removal of the stream and rockery at Bishopric West, which costs around £24,000 a year to maintain.
Another major concern has been a new cycleway running through the town centre, from Springfield Road to Worthing Road. Some respondents described the idea of mixing cyclists with pedestrians as “dangerous” and a “huge risk”.
At a recent scrutiny committee meeting, Councillor Paul Clarke (Con, Pulborough, Coldwaltham & Amberley) said:
“It’s very clear that the public don’t want cycle lanes in those areas – why are we persisting on providing them?”
Cabinet member for planning and infrastructure, Ruth Fletcher, admitted it was “difficult” to get the balance right but stressed the council had consulted with experts.
She argued it was “not the case” that bikes and pedestrians could not safely mix.
Councillors also questioned the potential impact on local businesses.
Officers reassured members that a consultation and communication plan would be developed to ensure shops could continue trading during the works.
A pre-construction services agreement is currently being finalised with Pick Everard for multi-disciplinary services, while Balfour Beatty Living Places has been appointed as the main contractor.
If approved, work is expected to start in February 2026, though officers warned the date is only a “best estimate” and responsibility for delivery may yet fall to West Sussex County Council.
The proposals will go before the full council on September 24.
