Crawley Sets Out Final Priorities Before Council Is Replaced In 2028

Crawley Borough Council has agreed a new corporate plan that will guide its work over the next three years — right up until the authority is dissolved in 2028.


The plan, approved at a full council meeting this week, outlines the town’s priorities ahead of major changes to local government.


In April 2028, Crawley Borough Council will be replaced by a larger unitary authority, meaning many of its current responsibilities will be transferred.


Council leader Michael Jones said the organisation must continue “delivering for local people” despite the uncertainty.


He said:

“Local Government Reorganisation will place even more pressure on already stretched resources. But our work isn’t stopping.
"Crawley residents still need services, support and investment — and that remains our focus.”

The plan highlights five key priorities:

  • Growing the local economy and supporting new green jobs

  • Improvements to Three Bridges Station

  • Tackling the town’s ongoing housing emergency

  • Transforming Goffs Park

  • Exploring the option of creating a new town council


The suggestion of a town council sparked debate. Conservative group leader Duncan Crow said discussions were “premature”, pointing out that a public consultation on whether Crawley should have a town council has only just begun and runs until December.


He said the plan risked “taking the people of Crawley for granted” before any decision has been made. His amendment to make the wording clearer was accepted before the plan was approved.


Despite differences over that point, both parties agreed the council must stay focused during the transition.


Cllr Jones added:

“This plan gives clarity in a time of change. It ensures Crawley remains front and centre, and that when a new council takes over, the town is ready for its next chapter.”
