Council leaders in East Sussex have threatened legal action after the Government confirmed Brighton & Hove will expand its boundaries to include Peacehaven, Telscombe and East Saltdean.
The changes, announced by Local Government Secretary Steve Reed, will come into force in April 2028 as part of a major shake-up of local government.
Lewes District Council leader Zoe Nicholson said she was "furious" with the decision, insisting local people do not want to become part of Brighton & Hove. East Sussex County Council leader Andy Woolley also described the plans as one of the worst possible outcomes and said legal action remains an option.
Brighton & Hove City Council leader Bella Sankey welcomed the decision, saying it would benefit residents and better reflect how communities along the coast are connected.
Meanwhile, a decision on how West Sussex's councils will be reorganised has been delayed while ministers consider their options.
